Explicitly State Ranges for Abilities in the Neutral School
Current Rule, as written today, with Rules of Play page numbers for reference. (If Applicable):
"Neutral: Has effects that alter game play for the user in some manner and does not directly affect other players." (RoP 50)
Proposed change, as you would see it written:
"Neutral: Has effects that alter game play for the user in some manner and does not directly affect other players. Unless otherwise noted, all magics and abilities from the Neutral School have a Range of Self." (RoP 50)
Reason this change would benefit Amtgard, as part of the V8 Rules:
This would further clarify that Neutral magics and abilities (such as Meta-Magics, equipment, and archetypes) do not affect other players except through the abilities the bearer gains through their use.

This feels like change for the sake of change. The current wording seems plenty clear to me.

This rule change was prompted by a debate over whether a Meta-Magic (specifically Persistent) could be used on another player's spell. I was part of this discussion and was unable to find anything in the RoP that clarifies this. Currently this is how it is generally played, but the only "rule" to prevent someone from using persistant on a different player's enchantments is the "don't play in the grey area" rule. This would solidify this and would be a simple fix.

I have read over the thread, and I understand where to concept of the change is coming from, but as a I rule I am against clarifying clear abuses of the Rules. A clarification here doesn't stop the root problem (people finding loopholes to exploit). To me, this seems pretty straightforward. That said, I am not cutting it at the moment, and will let others weigh in!

Rather than hide this rule change away inside the description of the Neutral School, it might make more sense to just add "Range: Self" to the spells from the Neutral School. That has the added advantage of unifying the format of all the spells.
