Half Draw Marking on Arrows
Current Rule, as written today, with Rules of Play page numbers for reference. (If Applicable):
(Pg 16,17)
1. The maximum limit for a bow’s pull is 35 pounds
with a maximum 28” draw length.
4. At 20’ or less bows must be no more than half drawn.
Proposed change, as you would see it written:
Under Shafts (Pg 16)
{5. All arrows must have something marking a 14" draw. This marking must be of a contrasting color to the rest of the arrow shaft.}
Reason this change would benefit Amtgard, as part of the V8 Rules:
This change will make it easier for reeves and other players to spot those who draw incorrectly. And as an added deterrent to overdrawing within 20 feet it will make players less likely to hurt others with their arrows.
A common mistake players make is drawing from over half when within 20 feet. With arrows being the most dangerous equipment our game has to offer, safety and regulation is of the highest concern.

Is the issue that players don't know where half draw is, or that they don't know where 20 feet is?

My issue is with players not knowing where the half-draw is. I just measured some of my arrows because I wanted to know how close I was, I kept drawing under. Players not knowing what 20 feet looks like is a different problem; its also one I see less, and its much less significant than overdrawing (recurve bows can make a huge difference here) except in extreme cases of players misjudging distance. And reeves can usually tell you if you are in or out.
Its very hard for reeves to determine if a player is correctly half-drawing from a glance and/or from a distance. The idea is that a clear marking would allow reeves to identify and punish players who are breaking the rule, and it sets up players to fire from half-draw consistently on those within 20 feet. It enforces the rules and can also benefit both players and reeves. (I don't know why I forgot to add the whole reeving thing to the form).

On of our people mentioned that this might cause some accuracy issues if the marking has any real "3D" to it. Tape and the like. Paint might work, but it will wear off. Not sure if this is really an issue or not, but thought I'd at least mention it.

I think this is a again (like the other proposed 28" draw stop rule), a learning/HR/Champion issue (to use corporate vernacular). It comes with practice, honor, and self discipline.
Having said that, I'd be ok with a non-thick mark of some kind to denote half draw.

Can someone who shoots more often than I confirm what effect a single layer of say, electrical tape would have here?

Not a big issue 'in flight', the issue resides as the shaft slides across the shelf. Any 'bump' mid-shaft can cause an issue. Arrows are meant to have a slight 'bump' at the end of their release (the fletchings). they correct themselves in flight, but a bump at mid-shaft <i>before<i/> the whole arrow leaves the shelf can definitely cause issues with it launching properly.
