Corpora Change Proposal-
Further Expansion of Core Lands- For Vote at February Althing
When I was looking to become King again, I was asked “As an incoming Kingdom Monarch, would you support non-Principality Canadian Groups becoming Core Lands?”
My response was “I'm proud to already have a history of writing corpora changes to expand voting rights to lands and to expand the Core range. We as a kingdom have taken on parks in 2 countries. We chose that. If someone in a far flung group can make the commitment to office the same as someone in the center of things, it means a lot. I think the best course of action is for a Canadian kingdom to rise, and I'll continue to help further that as I am able. Outside of that, our house should not be so divided and I would support further expansions of the Core range to non-principality parks.”
Those were not empty words to try to get votes. Today, in front of all of you, I want to take the step to make good on these words and that promise. I know there will be much discussion of this. Anyone currently in an Associated Land (that’s just about everyone in the NE), though you cannot vote in this change to our Corpora, that does not mean you have no voice. If you have an opinion, please share it respectfully to those who do have votes. Help us make this the Kingdom you wish it to be.

Kingdom Corpora Change- Taxes
So, the current system of taxing Core Lands for 20% of the dues paid in, is not working. It relies on constantly hounding chancellors of parks and trying to get everyone coordinated to get the funds delivered at the few times we actually see each other. It provides little actual funding and is entirely funded by Core Lands, even though the benefits reach all parts of our kingdom.
Thus I want to work to change this to something that seems like it'll work better in outcome, fairness and ease.
I propose a small additional charge to be added to the 4 major Kingdom events, only $2 per Kingdom Coronation and Midreign. This will be a more equal fee to charge to all players who are coming to the events, and while we have not done this in the past, I think this is a better road.
We researched other events in Amtgard and similar groups to look at cost comparison.
Clan- $40 for the full event, or $15 for a day.
Dystopia Rising- Uprise 2017 $55, + $30 for meals + $10 for bunk
Dagorhir- Gates of Fire- $20 with 1 feast
Turkey War- $15 for 1 day with feast
Clash of Kings- $20 with 1 feast, more for cabins/lodge
SCA- Birka $15 for the Day
Great North Eastern War $30 with 1 feast
War Practice- $31
Our event costs are very low when you consider that for a Great Eastern at $30 + $2 it would be 3 days and include 6+ meals.
Based on the events in 2016, we would have generated $1196 in this last year. This is compared to $72 in collected Taxes. Expected costs to run the Kingdom are going to continue to come, and we need more funding to bring us to where we need to be. $134 will be coming up in March for the PO box for a year, $400 for filing Non-profit paperwork, let alone costs if we need to contact a non-profit lawyer for assistance with this. Eventually, it would be great to work on a Kingdom Insurance Policy, and this kind of change needs consistent income.

Remove 4.3.3, Remove 4.3.4, Renumber 4.3.5 to 4.3.3.

Kingdom Corpora Change- Calendar
Each year our February Kingdom Crown Quals is scheduled to the First Weekend of February, as is Frostbite. To avoid the ongoing conflict of this, I propose updating the calendar at the end of the Corpora. (I put in a proposal to do this for the Feb 2017 Quals, but this change will fix this for the future.)
Change- Move Kingdom Crown Qualifications and Warmaster from the 1st weekend of February to the 2nd weekend.

4.7 Banned Players
1. Banned Players may not attend Amtgard sponsored or related activities; may not receive credits or awards; may not participate in online activities, such as group meetings or classes; nor may they post in Amtgard sponsored or related social media.
2. A petition of at least 20% of the Citizens, of the appropriate group, may initiate an Althing proposal to overturn a player’s banning at the Local Althing or the Kingdom Althing, as appropriate.
a. A park may not overturn a ban instituted at the Kingdom level.
3. The successful overturning of a player’s banning requires the agreement of two-thirds of the Local Althing or the Kingdom Althing, as appropriate.
4. The Monarch, with the joint agreement of either the Prime Minister or Chancellor (if appropriate), or the Guildmaster of Reeves, may end a ban on a player at any time.
a. A park Monarch may not overturn a ban instituted at the Kingdom level.

Proposal condition: These limitations, definitions, requirements, etc. will apply to all future Bans and all Lifetime Bans. Any ongoing temporary Bans (put into place before the vote for this change) will use the current Banned rules.

Proposal to add a section to the corpora directly dealing with Banned Players. To be voted at January Althing.
It has come to our attention that there a lack of content in the Goldenvale corpora dealing with Banned Players. In order to rectify this the officers have drafted a Corpora proposal containing several of the commonly used practices in order to formalize them.
Proposal: add to the corpora the following:
“
4.7 Banned Players
1. Banned Players may not attend Amtgard sponsored or related activities; may not receive credits or awards; may not participate in online activities, such as group meetings or classes; nor may they post in Amtgard sponsored or related social media.
2. A petition of at least 20% of the Citizens, of the appropriate group, may initiate an Althing proposal to overturn a player’s banning at the Local Althing or the Kingdom Althing, as appropriate.
a. A park may not overturn a ban instituted at the Kingdom level.
