2.2.11.e: May grant knighthood as per the Rules of Play, at the approval of the Circle of Knights (per 3.3.3).
3.3.3: May discuss players who are eligible for knighthood.

3.3.3: Must vote, at the Monarch’s request, in favor or against the granting of knighthood to a candidate of the Monarch’s choosing.
3.3.3.a: A vote will be called by the Monarch through the Guildmaster of Knights, who must present the Circle of Knights with the vote within 24 hours of receipt.
3.3.3.b: The vote will remain open until 11:59PM on the seventh day after the vote is opened to the Circle.
3.3.3.c: A vote is considered to have passed if more than 50% of knights active at time of vote closing are in favour.
3.3.3.c.a: Activity requirements for knights are defined as having signed in 8 weeks in the last 6 months in any park in the Kingdom
@add:
3.3.6.1: The Guildmaster of Knights will also announce the results of a Knighting vote to the Kingdom before the end of the Monarch's term in which the vote occurred, with preference being that the results be presented as soon as possible but acknowledging that Monarchs often prefer to announce Knightings on their own terms. These results should be a simple "pass" or "fail" from the Circle of Knights, acknowledge whether or not a Monarch requested the vote. The Guildmaster should likewise give any feedback for the candidate offered by the Circle directly to that candidate at that time.

Proposal: A Change to the Role of the Circle of Knights in Goldenvale.
EDITED TO INCLUDE: Activity requirements (3.3.3.c.a.)
EDITED TO ADD: Timeline for proposal effect
EDITED TO ADD: Guildmaster of Knights responsibility
As a check-and-balance system for the autocratic current ability of the Goldenvale Kingdom Monarch to grant Knighthoods, this proposal institutes a requirement for a “passing” (>50%) vote amongst active Knights on the Circle in order for a belt to be awarded to a player in Goldenvale.
This reflects the requirements of 28% of Amtgard already, and more than 50% of recent Kingdoms; this would bring us more in line with the direction Amtgard is headed in and strengthen our Kingdom's ability to produce quality Knights as we move forward.
This requires two changes to the present Goldenvale Corpora, which (EDITED) I would like to propose go into effect at the beginning of the next Monarch's reign (starting in September 2017):
