Issue # 5 – Changing Arts & Sciences Judging for Crown Quals by Mike Mayer
Change section 5.2.5 from “Cultural events shall be scored on a scale from 1.0 (low) to 10.0 (high)”
To
5.2.5- Cultural events shall be scored on a scale from 1.0 (low) to 10.0 (high). A score of 5.0 is average and expresses that the entry meets the average of the subcategory and is not of poor quality. Scores below this express that the entry has poor quality. Higher scores are for outstanding appearance, quality, or performance
-AND-
Change section 5.2.6 from “A score of 5.0 is average & expresses that the entry meets the minimums of the subcategory & is not of poor quality. Scores below this express that the entry has poor quality. Higher scores are for outstanding appearance, quality, or performance. “
To
5.2.6- Cultural events by declared candidates will be judged to Pass, if they meet the minimum acceptable of the category (functional, edible, etc), or to Fail if they do not (falling apart, inedible, etc).
-AND-
Change section 5.2.8 from “In order to qualify for Crown, the Crown Contestant must have a score of at least 5.0 out of 10.0 in his or her best seven (Kingdom), six (Duchy), five (Barony), or four (Shire) subcategories.”
To
5.2.8- In order to qualify for Crown, the Crown Contestant must Pass in a minimum seven (Kingdom), six(Duchy), five (Barony),or four (Shire) subcategories as appropriate.
Reasoning: I propose that we change the judging to determine if someone is eligible for holding office to a simple Pass/Fail rubric instead of a numerical score. This will allow more cut and dried answers as to whether or not something is acceptable, rather than if it is a 5.0.
If someone is making pants that are indeed pants, but maybe nothing original about them, not outstanding, and they do in fact function as pants, then yes, they are pants and should Pass.
They should still alongside the Pass/Fail be scored numerically for judging Cultural Champion, however this does not need to be a requirement for office. To that end I propose changing to the following wordings (5.2.7- remains unchanged)
Note: There are three parts to this proposal, but it is a single yes/no vote to change all 3 or none.

Issue # 6 – Penalties for Late Profit & Loss Statements by Brandon Finley
Add item 6.1.11a:
Option A: Add item 6.1.11a. Penalties for failing to submit by the deadline may lead consequences up to and including legal action. Appropriate disciplinary action for a late submission of one week might be a six month ban from bid involvement, and would increase in severity from there. These penalties would be levied against the event's listed Autocrat and Troll-Crat
-OR-
Option B: Add item 6.1.11a. Penalties for failing to submit by the deadline may lead consequences up to and including legal action. Appropriate disciplinary action for a late submission of one week might be a six month ban from bid involvement, and would increase in severity from there. These penalties would be levied against the event's listed Autocrat.
Reasoning: This is in order to establish responsibility for the P&L statements in regards to Kingdom events as well as set a reasonable recommended punitive measure. Along with a successful vote for either option in Jason's proposal, we will likely have even fewer instances of a violation of this timeframe.

Purpose: This proposal extends the deadline for Profit & Loss statements from Kingdom Events from two weeks to either three or four weeks.
Change 6.1.11 from
"A detailed, itemized Profit & Loss statement must be submitted to the Kingdom Board of Directors no later than two weeks from the last day of the event. This document must account for every expenditure and income involved in the event. Documentation of receipts, invoices, or other legal proof of monetary exchange must be submitted to the Kingdom Prime Minister or Kingdom Board of Directors in physical or digitized copy."
To
Option A: "A detailed, itemized Profit & Loss statement must be submitted to the Kingdom Board of Directors no later than three weeks from the last day of the event. This document must account for every expenditure and income involved in the event.
