Issue # 1 - Revision to Complaint Response & Incident Reporting Document
The Board has received some questions recently about processes as laid out in the Complaint Response and Incident Recording document. This document outlines the process officers may use to follow-up with CoC-type incidents. It was brought to our attention that there was an impression that in all cases Officers were required by the document to report incidents to the police on behalf of players. It was also thought that some incidents could not be considered for in-game punitive action without the reporter filing with the local police. These things are untrue and a liability for the Kingdom and our Officers.
In an effort to make the document more clear, the Board has edited the sections on reporting to local authorities and added a few examples. The changes we made were recommended to us by legal counsel.
As this is as out of game legal matter, we initially thought that a Board vote would be enough to pass the new document. However, since the corpora clearly states "Adjustments to a document as required by legal counsel" as a reason for an emergency althing, we would like to bring this to the althing.
I would highly recommend the Kingdom pass this updated wording for the safety of our players and our officers. There have been incidents in other Kingdoms of monarchs facing real legal trouble for reporting on a player's behalf without permission. I would like to make it very clear that the involvement of outside authorities is never required for Amtgard leadership to protect its players.

1. All players wishing to be qualified to reeve must take a reeve's test. This test may be open-book closed book or contain portions that are both.”
Reasoning:
I understand the reasoning behind having it open book, but in my opinion there is information that, if you would like to Reeve a battle game, you need to know without looking it up, such as spell school keywords, effect durations and how different types of attacks effect armor based on which of the three kinds of armor they are. The v8 rule book was written to streamline these things to make reeving easier but you need to know how these things work without having to look them up to be an effective Reeve. My Reeve test format that I have used in the past and was using until this morning is invalidated by being open book. I will post a link to my test on the comments to show you what I mean by the types of things I feel a Reeve needs to know without a rule book to further explain my point.

Online Events
1. In order for an online event to count toward residency & allow participating players to earn credits it must:
a. Be approved beforehand by a local/Kingdom officer
b. Must involve substantial activity or discussion related to the event topic
c. Be announced at least three days in advance via a post in the local/kingdom Facebook group, forum, or an announcement at a local/
kingdom althing.
d. No more than 6 credits earned this way may be counted toward residency.
2. Participating players may earn a color credit.

Issue # 5 - Remove sections “sponsored lands” and “core lands” on pages 7 and 8 respectively.
Replace with:
Sponsorship
1. Members of Lands sponsored by the Kingdom of Goldenvale have the right to vote in the Kingdom althing and to run for Kingdom office.
2. In order to apply for sponsorship, a chapter must be in good contract standing with the Amtgard International Board of Directors (AIBoD) and have completed at least one activity report.
a. If a chapter currently sponsored by another Kingdom applies, they will need to provide written permission from that Kingdom’s current Monarch or as defined in the rules of play “Kingdom Boundaries & Park Sponsorship” section
3. The chapter must vote on and approve applying for sponsorship under GV.
4. After one month, a chapter can apply for sponsorship through the Kingdom Prime Minister. All voting members can vote on this item. If a chapter receives a majority approval, they receive sponsorship.
5. Newly sponsored chapters start as a Shire. After six months, the chapter can request that the Kingdom review their credits to determine if they can be promoted.
6. If a chapter chooses to remove its sponsorship status, they cannot re-apply for six months. Their local althing and the Kingdom althing must give a majority approval for the status to be changed.
7. If a Land fails to complete activity report requirements for four consecutive quarters, the chapter is immediately put on probation, if the land fails to complete activity reports for two additional quarters their status will be put on the allthing for revocation of sponsorship, probation automatically ends when 4 consecutive activity reports are submitted in a timely manner.
A. To be eligible for the vote, the chapter must also meet the activity report requirements for four consecutive quarters.
Reasoning: It’s a pretty big change, but I can only think of one kingdom that has successfully done core lands and it’s a thousand miles long.
Sponsored/core lands doesn’t really serve a good purpose in a true floating crown except for limiting who gets to do what, and frankly as small as we have gotten in the last year or two, we should be encouraging new blood not putting up arbitrary wall.
