It has always bothered me that the first in line should the monarch step down is the ONE officer who is not elected. I believe this should change and it would be better if it happened with all the other changes of moving to a floating crown. I have two ideas for how this should work: Either elect the champion (since when does being good with a sword make you good at overseeing safety!) or put the Regent/Consort as the person who steps up. This however creates its own issues since the proposed corpora allows under 18 to be regent for local groups. I think what ever we do it should be uniformly applied to both local groups and kingdom, so this would have to change. What are your thoughts?

The reason the Champ steps up is the 18 thing, that said I have no issue (as you will see in the Framework) with Kingdom Regent requiring 18 years of age; so that could work.
As for Champ elected by Tourney - this is a staple across the game, though admittedly waning. The intent is that it gives a path into office that does not require popularity over your competitors.

However, it would still be different between the way Kingdom works and the way local groups work. It think it should be unified. I think the solution is to require regent to be 18 across the board. I understand the idea was to allow minors some role they could play but I think this is less important than having a unified line of succession that works the same at all levels. I also think having a "monarch" at what ever level who was not elected by the people to be a bad idea. In addition there are several minor officers (scribe, Cpt of the Guard, etc) that are available to whom ever the leadership appoints as well. I don't think we need to allow minors to be major officers.

Regent used to be 18+.
When I was King, we changed it so that there would be a single position in the Monarchy available to minors. Given that the Regent has no seat on the BoD, and is not responsible for park safety, it is the only position that could be held by a minor.
It was a different time when most of the park were players under 18, and the adult crowd was getting major burnout for having to always hold the positions.
I personally think it's a good idea, but I don't feel all that strongly about it.

Using the NE as an example (again), the Regent is the officer who would step up if the Monarch steps down (for exactly the elected/not elected reasoning you brought up earlier). That said, each of the Imperial positions are required to be 18+ because there are additional requirements for them to travel, not to mention that they're in charge of helping organize a Province's worth of parks (or, for GV, the New England area, or New England + New York).
Local Officer age requirements are up to you guys, but it's important to keep in mind that the Kingdom level officers should no longer be considered the same as a Local officer in a Roaming Crown setting.
