During the May 2015 Althing, the populace approved an amendment that allows for a player to become a Citizen in multiple parks and have voting rights, but without the requirement of having to pay dues if dues were already paid at one’s home chapter. This amendment, however, doesn’t match the style used within the corpora while also introducing conflicting terminology not used anywhere else in the corpora. Among other issues, it repeats things already outlined in the section. It even directs a “local Prime Minister” to maintain records, but no such office exists. Confusingly, it refers to “dual citizenship” in “two or more parks”, which can no longer be considered “dual” by any means after a point.
Currently the approved amendment is written:
The proposed amendment rewrites 1.1.1 regarding citizenship and incorporates the dual citizenship amendment in a more useable fashion.
Additionally, 2.4.6 Chancellor is amended to add:
The existing 2.4.6.h is changed to 2.4.6.i.
This version fixes the nonce terminology used in the original amendment, removes unnecessary references to the ORK, removes redundant wording, fixes vague wording about “voting rights” (with an original intent of not needing to pay dues at additional parks), and allows for a park to collect dues from a prospective citizen. This will not increase any burden not already placed on a chancellor by the original amendment.
Currently the approved amendment is written:
- e. A player would be entitled to dual citizenship of two or more parks if the following conditions are met.
- a. The player would decide which park would be listed as their home park in regards to record keeping on the ORK.
- b. The player must be active in both parks, which is defined as having signed in at least once per week for any ten weeks in the preceding six months
- c. The player would have voting rights in all local voting events
- d. The player would only have voting rights in Kingdom voting events at his/her home park as designated on the ORK.
- e. In the event of dual citizenship it would be the responsibility of the local Prime Minister or Chancellor to record the players voting status and dues paid status and to keep that record as there is not a way on the ORK to document that information.
- 1.1.1 Citizenship — Being a Citizen allows a player to vote in Local Althings and elections and to run for Local Office in his or her home chapter. Any additional benefits are defined in 4.2 Land Status and 4.4 Elections.
- a. To be considered a Citizen, a player must fulfill the following requirements:
- a) A waiver must be signed and on file with the Chancellor.
- b) If the player is under 18, a waiver must be signed by a parent or a legal guardian. If the player is under 14, he or she may not participate in combat without special permission of the Local Monarch, as per the Rules of Play.
- c) The player has paid dues. (See 4.3 Dues and Policies of the Treasury.)
- d) The player is active, which is defined as having signed in at least once per week for any ten weeks in the preceding six months at his or her home chapter or at Kingdom events. A week is defined as starting on Sunday.
- e) The player has his or her home chapter within the Kingdom.
- b. A player is entitled to citizenship in a second chapter within the Kingdom if the above requirements are fulfilled, but with the added restriction of only being able to vote in Kingdom Althings and Kingdom Elections and to run for Kingdom Office at his or her home chapter.
Additionally, 2.4.6 Chancellor is amended to add:
- h. Shall maintain a list of Citizens whose home chapter is a different chapter, as outlined in 1.1.1 Citizenship.
The existing 2.4.6.h is changed to 2.4.6.i.
